Black Staff of Toraigh states it gives the barer -1 pace. If he's on a mount would that take one off the mounts pace instead or would it just be the sorcerer themselves that get the -1.

No; when mounted, the mounted warrior moves at the PACE of the mount, not the rider; so that would only affect the rider when he's on foot.
