Sell-sword generals

Uhtred is the only sell-sword that says "or as a noble individual, general or commander" in his rules. No other sell-sword include the "general" text. Does that mean that he is the only sell-sword that can be a general outside of his home kindred? Or can any sell-sword commander be a general? For example, can Golgog be the general for an Atalanates host?

He is the only one able to be a general...
