Is this something that can be done?

For example if I have a Vras force, with Ysian allies, could I cast 'hurry hurry' on an ally unit of axe drunes, as it only specifies friendly unit?

Yes, if it doesn't specify a non-Allied friendly unit, you can cast it on anything in your host.
